Washrooms are sometimes locked due to the street population who insist on using them to overdose. The key is available from the Mall office, literally a 15 second walk from the bathroom. The mall has stores with friendly people who would love your business in spite of the bathroom situation, don't punish them because like most stores, they ask you to get a key for the sake of your own health and safety.
